  • It will be a cross-border destination of thermal, nature and cultural tourism relevant in the Iberian Peninsula, sharing a unique and common tourism strategy under the slogan, RAIA TERMAL: a destination in two countries.
  •  “It is important to highlight the social and economic value of the thermal sector and to make visible the importance of the economic activity that it generates” explained José Antonio Quiroga, leader of the group.
  •  “The POCTEP is a financial instrument that allows to improve the fluvial environments as a complement to the valuable natural and cultural heritage present in the territory of the region”, concluded Quiroga.

Melgaço, December 16 2021.- The partners in the POCTEP Raia Termal project have held today in the Portuguese municipality of Melgaço the Closing Day in which they have positively assessed the cross-border cooperation and have agreed to confirm that the territories with potential in thermalism and nature provide the rural world with opportunities for the future.

In the event, developed in the Termas do Peso, were present the presidents of the CHMS and the Diputación de Ourense, José Antonio Quiroga and Manuel Baltar, respectively, and the president of the Municipal Chamber of Melgaço, Manoel Batista, acting as host. On the other hand, the fourth partner in the project, Manuel Tibo, president of the Municipal Chamber of Terras de Bouro, apologized for not attending.

The project was explained by the project director, Manuel G. Sarria, detailing each of the actions developed. In this sense, he spoke of the recovery of fluvial spaces affected by wastewater in thermal environments, through works in the areas of Os Baños de Riocaldo, Lobios, and in the Regato de A Pousa in Muiños.

He also referred to actions oriented to protect and value natural spaces that complement the leisure offer associated to the cross-border thermal tourism, among which stand out, in the Spanish part, the area for motorhomes in Bande, the signaling of the “Thermal Route of Cortegada”, the construction of removable dam, pedestrian footbridge in the Caldo river and bicycle path in Lobios and the path to Illa de Pazós in Muiños.

Likewise, in the Portuguese territory, the cleaning of the water line in Termas do Peso, the tree restoration of the thermal park and the placement of subway containers in the municipality of Melgaço, and the environmental recovery and access to the Gerês river, in Terras de Bouro, were highlighted.

Regarding the joint management and promotion of the destination, he explained the design of several tourist products that combine the different resources and services of the cross-border territory, as a reinforcement of the current offer.

As a complement to the explanations, promotional videos were played that clearly show the qualities and potential of the Raia Termal territory, under the slogan “Calm your thirst for travel”, images that are available on the web https://www.raiatermalou.com/.

As the main event and conclusions of the day, the presidents of the partner entities had the opportunity to positively evaluate the results obtained and to raise the possibility of continuing the coordination and cooperation between the Raia territories.

“It is important to highlight the social and economic value of the thermal sector and to make visible the importance of the economic activity it generates” explained José Antonio Quiroga, president of the CHMS and leader of the project.

“The POCTEPs are a financial instrument that allows to improve the fluvial environments as a complement to the valuable natural and cultural heritage present in the Rhaetian territory”, concluded Quiroga.

“This project allowed us to embrace the territories, to create relationships in the territories, to create bridges that will last for other and bigger projects that cooperation has to do. With the “Raia Termal” project we managed to carry out relevant actions on both sides of the border.

We are all aware today that without close cooperation between both sides of the border we will not be able to make the right path for the territories.

Only with the attractiveness from the industrial point of view and the bet on the development in a set of important areas in our territories, we will be able to bring economy and more quality of life to the territories. These are some of the important challenges, in my opinion, of what cooperation is. And the great result is, undoubtedly, the rapprochement of the territories, a greater connection between them.

The challenges are great. We must take advantage of them to bring more development to both sides of the borders”. – said Manoel Batista, Mayor of Melgaço.

Now is the time to start thinking about the program “Raia Termal II”, said Manuel Baltar, “that if on this first occasion had a title, in the next project should be called so, because I think we are a unique country”, noting in this regard that “I feel at home in the condition of Ourense as the Spanish province that has more kilometers of border with Portugal and the close and historical ties that bind us.”

  • A new international project, said the provincial president, Manuel Baltar, “to disseminate our heritage, when in times of pandemic and post-pandemic like these, people are looking for well-being, disconnection and nature, values that we have in the province of Ourense and Portugal”.
  • A promotional bus will travel more than 1,500 kilometres and will visit more than 25 points during the next ten days, incorporating as novelties a digital tourism office and the participation of university students with scholarships in the Erasmus Rural plan.

Ourense, 8 September 2021.- The Provincial Council of Ourense today launched an initiative to promote tourism in the cross-border territory Ourense-North Portugal, which, under the name “Raia Termal en route”, will promote the values and resources of this area through a promotional bus that will travel more than 1,500 kilometres and will visit more than 25 points during the next ten days, incorporating as novelties a digital tourism office and the participation of university students with scholarships in the “Erasmus Rural” plan. A new international project, said the president of the Provincial Council, Manuel Baltar, “to disseminate our heritage, when in times of pandemic and post-pandemic like these, people are looking for well-being, disconnection and nature, values that we have in the province of Ourense and Portugal”.

In the framework of the “Raia Termal” programme, financed by the European FEDER funds through the Interreg programme, “the bus that starts today from Ourense will allow us to value the territory and its thermal heritage – added Baltar – delving into the historical, cultural, social and natural links that we have between Ourense and Portugal as brother towns”. In this sense, he was enough, the bus will not only visit the five municipalities of the province and northern Portugal that integrate the European programme – Lobios, Bande, Muíños, Cortegada, Melgaço and Terras de Bato – “but will travel to other important capitals such as Puerto, Vigo, A Coruña or Santiago de Compostela”. The tour will end in Ourense, coinciding with the celebration of the Termatalia fair on 16 and 17 September.

The provincial president also highlighted another of the novelties that includes this initiative, such as the participation of the twenty university graduates who were granted with the Erasmus Rural bags, “aimed at young people to study and disseminate our territory and its resources reinforcing the attention to tourists, an initiative that is a direct consequence of another project financed by the European Social Fund, the EmpredOU programme, so that more than one hundred young men and women under 35 years launched projects of self-employment or entrepreneurship in their municipality of residence, helping to fix population, employment and wealth in the rural areas”.

“Raia Termal en route” incorporates a second novelty: a digital tourist office that through QR codes will allow to download from a map to a collection of postcards with the most important tourist resources of the territory, through promotional videos or even a comic set in the cross-border municipalities that make up the project. However, the most important digital element lies in the possibility of making it easier for spas, companies and local administrations to digitally transform their offer, allowing travellers to book and buy tourist services in the cross-border area online.

The Raia Termal project, which will be present at upcoming trade fairs in the sector, aims to enhance the value of natural areas and promote quality national and international thermal tourism in the areas related to leisure, health and heritage, favouring the economic activity of the neighbouring towns of Ourense and northern Portugal. Co-financed by the European Regional Development Fund (ERDF) through the Interreg Programme, in addition to the aforementioned municipalities also participate as partners the Diputación de Ourense and the Confederación Hidrográfica Miño-Sil.

  • It also began to assess a formula for the partners, once the project is completed, to commit to supervise the actions implemented, at least for 3 years.

Ourense, January 15, 2021 The Board of Directors of the Project of Transboundary Cooperation (POCTEP) Raia Termal has celebrated its 5th meeting. During the meeting it has been approached the current situation of the Raia Termal that takes executed more than 60% of the performances so much material (works) as immaterial (management, communication, promotion, marketing and similar) and which has a budget of over 2.6 million euros.

The Spanish partners, José Antonio Quiroga, president of the Miño-Sil Hydrographic Confederation (CHMS), and Plácido Alvarez, vice-president of the Provincial Council of Ourense, were present at the meeting, held by videoconference, and the Portuguese partners, presidents of the municipal chambers of Melgaço and Terras de Bouro, apologized for attending due to urgent issues of management of the pandemic in their municipalities; the members of the project’s Management Committee also attended telematically.

Among the works already completed, it is worth mentioning, in the Bande Council, the rehabilitation of the Casa do Baño and the fitting out of a motorhome area; in Cortegada, the improvement and signalling of the Terras de Cortegada Thermal Route; In Lobios, the construction of a dismountable dam in the Caldo River, necessary works for the solution of the problems of spillage in the area, or the construction of the Thermal Cycle Shop of A Devesa; and in Muiños, the construction of the access to the Beach of O Corgo from O Rañadoiro, the adaptation of the path to the Central de Salas, or the execution of the path to the Illa de Pazos.

Soon to be completed is the construction of a connection footbridge on the river Caldo (Lobios) and the EDAR in the area of O Corgo (Muiños).

Among the immaterial investments it is necessary to highlight the web of the project, the maintenance of the social networks of the same one, the realization of a study in which more interesting tourist products have been defined for the area, and a promotion campaign that is being designed and it will be able to be seen in the next months, that includes a bus English style-office Raia Termal; besides the realization of spots, billboards, the writing of a comic, postcards, etc. We are also working on the purchase of screen-type equipment (some already purchased and others pending), and the design of a marketing platform joint.

As the last point on the agenda, we began to assess a formula for the partners, once the project is completed in September of this year 2021, to commit to monitor the actions implemented, at least for 3 years, although in this case without European funding.

  • Both countries present the Common Strategy on Cross-Border Development, which prioritizes cross-border and multi-country projects as vectors for building social, economic and environmental resilience on a European scale
  • The Strategy regulates the figure of the cross-border worker with the creation of a specific document
  • The two countries will promote a global agreement on the conservation of Iberian biodiversity
  • A joint analysis of the possibilities of Spanish-Portuguese tax harmonisation will be promoted, as well as instruments and tax incentives to promote economic activity on both sides of the border
The Vice-President for Ecological Transition and the Demographic Challenge, Teresa Ribera, and the Secretary General for the Demographic Challenge, Elena Cebrián, today presented the Common Strategy for Cross-border Development between Spain and Portugal in the framework of the 31st Spanish-Portuguese Summit held in Guarda (Portugal). This is a framework document that will make it possible to jointly address the demographic challenge and guarantee equal opportunities, economic growth, job creation, connectivity and improved quality of life for people living on both sides of the border, with particular emphasis on women and young people.
The scope of action of the document covers, in both countries, a total of 2,782 municipalities and parishes, 5,014,600 inhabitants and 143,719 km2, representing 17% of the surface area of Spain and almost 62% of that of Portugal.
“The Strategy recovers the centrality of this territory in Portugal and Spain, and provides a strategic territorial vision, which aims to become a positive and innovative example of cooperation in Europe”, said Vice-President Teresa Ribera.
The Strategy is a key tool that will make it possible to effectively and rapidly articulate the Plan for Recovery, Transformation and Resilience of the Spanish economy and channel investments towards the common cross-border area. The Vice-President stressed that “the document prioritises cross-border and multi-country projects as vectors for recovery and for building social, economic and environmental resilience on a European scale. In this respect, our countries are pioneers”.
The document is aligned with the Sustainable Development Objectives of Agenda 2030, with the commitment of governments and the participation of all relevant actors: autonomous communities, local entities and social and economic agents.
SUSTAINABILITY AND CONSERVATION OF BIODIVERSITY
The Strategy will promote a global agreement on the conservation of Iberian biodiversity and support the joint management of transboundary protected areas and the consideration of the declaration of new ones.
The document also proposes making progress on the cooperation agreement for the sustainable use of river basins and carrying out coordinated management of marine protected areas close to both countries, such as the Rías Baixas/Maceda and the mud volcanoes of Cádiz/Southwest Ría Formosa, and consolidating Portuguese-Spanish cooperation on adaptation to climate change.
In the energy field, cooperation will be strengthened in the field of renewables, including green hydrogen and energy interconnections, taking into account the common objective of decarbonisation of the economy.

Unlike most border areas in the European Union, the cross-border territories between Spain and Portugal – 1,214 kilometres of land border – suffer from regressive demographic dynamics, with loss of population and ageing. Reversing this situation is key to revitalising these territories, fixing their population and reducing their demographic, social and economic vulnerability, which requires policies and strategies adapted to these territories to take advantage of the momentum of European reconstruction plans

The partners of the Raia Termal Project held on Tuesday, 30th June, their 21st meeting of the Management and Coordination Unit (UGC) by videoconference.

In this meeting the partners have analyzed the state of the material and immaterial investments evaluating the extension of some actions.

The County Council of Ourense is planning to resume the work of the “EDAR of Muiños” in July; in relation to the “motorhome area” planned in Bande, it is expected to be put out to tender next week. In addition, they have announced that soon they will tender a contract to acquire screens with internet connection that will be located in Bande, Muiños and Cortegada.

Similarly, the CHMS hopes to put out to tender in the coming weeks the work on the “footbridge connection on the River Caldo”, in Lobios.

In addition, the partners have evaluated the current situation of the tourism sector in Spain and Portugal with regard to the fight against Covid-19. In this sense it has been agreed to retake, in an immediate way, the promotion and commercialization campaign of the destination and the tourist products of the mark “Raia Termal” to contribute to improve the current situation of the tourist sector of the Raian territory.

The partners of the project Raia Termal, held, on Thursday 18th June, the 20th meeting of its Management and Coordination Unit by videoconference.

In this meeting they have analyzed the general situation of the project, both at financial level and execution by the partners, as well as the possibilities of promotion once the borders are opened, both at territorial and product level.

The CHMS took advantage of the meeting to communicate that it had just signed the resumption of the work “Removable weir on the river Caldo” as well as the immediate award of the work “Cycle from the recreational/thermal area to the Roteiro Termal da Devesa”. On the other hand, Terras de Bouro advanced that the execution of its work advances to the expected rhythm.

Likewise, and given the special relevance that the immaterial actions have for the whole project, there was a debate on the promotion proposals that could be developed within the framework of the same one.
